What Is Malta's AI for All Programme?


In May 2026, the Maltese government launched AI for All - AI għal Kulħadd, a national AI literacy initiative that is a first of its kind globally. In partnership with OpenAI, Microsoft, and the University of Malta, the programme gives every eligible person in Malta access to a free one-year premium AI subscription,  either ChatGPT Plus or Microsoft 365 Personal Copilot, simply for completing a free two-hour online course.


The subscriptions, each valued at approximately €240 per year, are delivered through the official portal at ai4all.gov.mt, authenticated via Malta's national eID system. The initiative is backed by a €100 million government digitalisation budget announced in the 2026 Budget, signalling this is a sustained national strategy, not a pilot.

Who Is Eligible?


The programme is deliberately inclusive. You qualify if you are:

•        A Maltese citizen living in Malta

•        A resident in Malta aged 14 or over

•        A Maltese citizen living abroad

 

With Malta's population of approximately 574,000, the scale of reach is unprecedented for a national AI literacy effort. The age threshold of 14 ensures young people, including secondary school students, are brought into the digital transformation alongside the adult workforce.

 

What you need: An active eID account, a device with internet access, and approximately three hours of time. No prior technical knowledge is required.
